Cosmetics Import Licence & Compliance: what it involves
Once a cosmetic brand is registered with the Central Licensing Authority, the operational work begins: the Indian importer or authorised agent has to be correctly positioned, every pack has to carry the mandatory Indian declarations, and each consignment has to arrive with documentation that matches the registration exactly.
Most import problems we are called in to fix are not registration problems. They are mismatches between what the registration says and what the consignment says, or labels missing a declaration the customs officer is required to check. Both are avoidable.

Questions
Frequently asked questions
Why was my consignment held even though the brand is registered?
Almost always because something in the consignment does not match the registration, or a mandatory label declaration is missing. Variants not listed in the registration, an ingredient list that differs from the registered composition, and missing importer details are the three most common causes.
Can the overseas manufacturer be the importer?
No. There must be an Indian importer or authorised agent who holds the regulatory responsibility for the product in India and is named accordingly.
Can I apply Indian labels after import?
Labelling requirements have to be satisfied for the goods to clear. Relabelling arrangements are handled restrictively, so plan on compliant labels at origin rather than assuming you can fix it at the warehouse.
Do I need a fresh registration for a new shade?
New variants have to be covered by the registration. Depending on how the original application was structured, this may be an update to the existing registration rather than a fresh one, which is why the initial variant mapping matters.
